1,. Be aware about the human factor. Not too many personas would like to change their environment unless the possibility of finding a good place to live is in front of them. People react not in a reasnable form but trying to bring attention from others, authorities for example, and sometimes they would not accept a change although beneficial just because they want to have better economic conditions.
2.- Tge proposal need to include more on the area of references.
3.- Thing about other proposals here that are complementary your proposal, for example creating "marine agronomy" is a fitst possibility while changing the cities to other places in order to avoid migration.
