Would it be better overall to increase density instead of just renovating existing homes, so transport emissions and travel time and costs could be reduced?
PASSIVE HOUSE I do not recommend this proposal move on to the next round. The project does not appear to be sufficiently differentiated from other Passive House retrofits that have occurred, and the project is entirely speculative at this point. Novelty: The proposal does not establish clear ways in which the project is unique. Other Passive House projects are referenced, and the sense is that this project would serve as an incremental step by implementing similar retrofits at a potentially greater scale. Feasibility: The critical aspect of feasibility for this project is achieving mass-scale implementation; however, there is only limited discussion of how this project will approach the challenges of achieving 10 %penetration in a single, established community. I would like to see research on uptake of other retrofit programs in existing communities to benchmark the goal of 10% conversion to Passive House. Also, there is no discussion of the financial magnitude and constraints. The proposal references a wide range of costs per home but does not discuss what type of funding mechanism would be used to stimulate participation by homeowners. Will the program offer loans to cover the full cost of renovation? Will the program cover the incremental cost between conventional retrofit and Passive House retrofit? Impact: The impact of this project would come primarily from the extent to which it increases nationwide adoption of Passive House design principles and performance specifications. I would like to see a stronger description of how this project addresses specific barriers to more widespread use of Passive House criteria. Presentation: The proposal is clearly written and organized; however, the proposal needs more supporting details about how grant funding now will help make the project a reality.
