Hydroelectric dams that could be used when there is flood to generate electrical power have been studied and realized, even if current tidal power installations have installation cost/kWp and LCOE much higher than other renewable energy sources. The proposal flags the idea of mini, portable ones but the idea of having very small storage systems seems very challenging as it increases the already high installation cost/kWp and LCOE of similar solutions. We would suggest a more detailed economical analysis. In addition, there is no description of demand, costs, impacts, challenges, etc.
