The Judges felt the proposal was not very clear on how it would address the contest theme, and were also confused by the insertion of large chunks of text appearing relevant to a different proposal/context in the EU. They felt the proposal would have been better served by a brief, clear proposal for concrete actions that directly addressed the contest prompt.
