The analogy for SWEEP with LEED is a strong one. These standards help the industry and raise performance and compliance with standards over time.
Yet, they wondered if there was a need in the field for such a certification. They also weren't clear if the proposal was aiming to reduce greenhouse gas emissions (mitigate climate change), or more toward general “environmental excellence” for specific sites or companies.

Thank you for your proposal. It appears the the SWEEP certification effort is quite far along with NRRA support and the support of others. However, it's not clear from your proposal why yet another certification system is needed, given the multiplicity of existing/competing systems in the marketplace.
Also, since within the waste industry, even using WARM and other LCA models, the applicability of the resulting numbers to SPECIFIC sites can often be questioned. Thus there needs to be a more convincing argument regarding this concept.
