Before we build government buildings/ industrial area , we destroy plants can absorb 1000 lbs CO2 , after we build the buildings/ industrial area , the law don't force us plants some trees which can absorb 1000 lbs CO2 . 7 billions people , no one do this . Global Serious error of design if we focus on absorbing CO2 of environment before and after we build buildings/ industrial area

If I am understanding your proposal correctly, you are suggesting that land use changes, especially greenfield construction of industrial properties should require offsetting carbon reduction either locally or globally. Land use change is a big issue much contended in the UNFCCC negotiations. If an international agreement is ever concluded, it may be possible to set some globally applicable standards for legislated remedies to the negative externalities of land use change. Until then we shall have to rely on either national or local regulation to require offsetting carbon mitigation or public pressure to conserve the environment by such means. In some locales such actions have had some beneficial effects but these have been few and far between and usually in rich locations as in the US or EU.

We appreciate that the author has obviously considered this problem from many angles, given the long report and many calculations. However, it still is not clear to use as to what it is actually proposing regarding the industry sector. We would have also needed more of the implications of its primary recommendation, the planting of a particular type of tree, worked through (e.g. viability in different regions, water use, etc). Please also note that the link to LEED standards is not clear.
