It was done in Germany 4 times in 1973 as a reaction to the oil crisis. It's great to discover the highway by foot or bike while saving emissions!

This is an interesting idea that could inspire some behavioral change (as paulw mentioned). Can you talk more about how the idea would be proposed? Would it be an initiative led by the UN or another international body? How would you get buy-in from national governments? In places where there are few alternatives to the automobile (many sunbelt cities of the US), I also see many economic disincentives. How would those be addressed?
