Fundamental technical feasibility is not described. The Fresnel lens is an old technology that has not yet been used in the described application. Why? One reason might be that the amount of light energy is still limited by the the irradiance/square foot entering the aperture. What is this irradiance and the power available at different latitudes and climates?
