It is wel-known of the minimal disturbance to water body by pole-propeller, no wave (caused by water angular spin energy), even no water kinetics (caused by back-push). But pole propeller is still low efficient, because the acute angle between pole orientation and water surface. And shallow river or ocean bed is a must for feasibility, obvious impossible if water too deep. Shutter propeller also no wave effect, though some water kinetics loss. For submarine application, the lower disturbance, the better for military purpose so as to fool sonar, just as a burglar tiptoe sneaking, but diesel engine has to run at very low efficiency then very weak torque power at low RPM, thus rotary propeller can hardly run at sneaky speed. While sneaking, shutter propeller can still have high efficiency and even more strong force to push water back!
