This is a well-written and well-argued proposal that integrates existing knowledge and ideas from a range of proposals. It would benefit from an explicit rationale for selecting the particular countries where the framework would be tested. Why these countries? What will be the specific advantages and challenges? What do you expect to learn? It is somewhat unclear how implementation of the proposal will take place. There is an underlying assumption that international institutions will step in and lead. The rationale and justification need some more work and the assumptions could be articulated more clearly.
This proposal contains a big collection of ideas and points out that an integrated framework is needed to successfully address multiple SDGs in a conherent manner. The plan would benefit from a more focused and targeted implementation strategy. I don't see a roadmap or mechanism to prioritize activities. How is it that "empowering women for sustainable development" costs nothing (and provides no revenue)? This part of the budget makes the idea of including women's empowerment seem like an afterthought.

This proposal clearly addresses the call - drawing on existing past colab proposals and trying to find synergies which can deliver on multiple SDG's. By fitting the call so well, it is a bit hard to find a really tractable action on the ground in the proposal though, it comes off as a bit too much of an 'everything included hence nothing specific' thought piece. I would suggest a bit of retooling to lay out a clear intervention somewhere. Furthermore, it can benefit from clarifying who the recipients and/or implementing entities are. Please also think about connecting this to a specific location.
Please also explain why you do not expect the full implementation of their entire proposal- I'm a bit confused as what the "Integrated Roadmap" is relative to the specific innovations that they refer to (which are super interesting). I would suggest that instead of arguing for a framework, that you build on the existing great ideas that they present- and bring in some examples from the areas in which they hope to implement these ideas as right now it lacks some of the local knowledge that they advocate for including in the introduction. Can you give us a more detailed implementation programme- e.g. if you were to stick with the roadmap with the ideas that you have, what would it look like in practice? How would governments implement it? What would it cost? You also identify key challenges- are there a set of innovations that you could list that would help to minimise these? Especially the concern about women empowerment "hoping for education programmes" is not a good strategy, can you suggest a way to make these mandatory? I think that collaborating with the proposal "Leveraging Telecommunication for decoupling SDGs using a whole systems approach." would be really beneficial to the both of you.

In addition, we assessed the cumulative financial costs of the proposal. We also recognized the role of relevant institutions such as the World Bank. We added a mechanism for the evolution and continual improvement of the proposal and its implementation programs through the Center for Effective Global Action. Gender equality and social equity was solidified as a part of the proposal by requiring diversity and inclusion within the directives that create the job training and education initiatives. The name "Integrated Roadmap" is replaced with "Framework" to clarify the function of this proposal: to provide a guide for sustainable development that addresses the sectors of infrastructural development in a synergistic manner. |
Dan Ma Mar 16, 2018 02:12 | Proposal creator Hello Judges, Given the opportunity to add to the proposal, my team would include information on how we chose the particular countries based on the IMF World Economic Outlook's data on the economic growth rates of these countries. We chose countries that have been viewed as developing countries and whose economies are displaying high rates of growth because we predict that these countries will have both the high demand for infrastructure development and the increasing ability to fulfill those demands. We wanted to create this proposal to impact these nation's process as they begin to plan and implement development projects. We see this as an opportunity to integrate sustainability as a primary consideration in these countries' development. Regarding specific advantages and disadvantages in the different potential implementation regions, we would include information from reports we have reviewed that are from sustainabledevelopment.un.org regarding the current state of the political, social, and environmental conditions of the different regions (like how Vietnam's population growth and urban development is spurring the decline of arable land so agricultural techniques need to be developed to combat this or how India's underemployment and its housing challenges as its rural areas urbanize is a consideration that needs to be taken into account for microgrid system implementation). In addition, we emphasize the international institutions such as the World Bank as a resource for this plan's implementation because we have reviewed reports of World Bank projects such as Senegal's Water and Sanitation Millenium project that has catalyzed access to water and sanitation. We see the international community's potential as a resource for the implementation of this proposal through the success of these past development projects. The desired result from the implementation of this proposal is to create a system that enables communities to lead and implement their own development sustainably. In addition, we recognize that this proposal lacks a specific implementation plan that fits the needs of all the countries. The reason there seems to not be a specific roadmap that prioritize actions is because we do not view this proposal as a project that is to be impressed upon a nation, but as a sourcc of considerations and inspiration for rapidly developing nations as they create their own specific development plans that are fine-tuned to their own needs. Also, for the budget section, we aggregated the budgets from the other proposals together and the "Empowering Women for Sustainable Development" proposal did not have data available and we were not able to consult a Climate CoLab fellow to help us estimate the costs and benefits in terms of dollar amounts. We will work to determine these statistics. We sincerely do not consider women empowerment an afterthought. Throughout the proposal, we considered community integration as the focus and we want to assert that women are an integral part of the community. We emphasize that women should be actively given the resources to take part in the leadership and implementation of their communities' infrastructure development. Thank you for your advice, our team will work to fine-tune our proposal's message and better express our vision for community-focused sustainable development as we prepare to present at UNEA-4.
