It is not clear from the proposal exactly how the dropline would work - why would it encourage recycling more than traditional waste chutes or bins? You would need to consolidate wastes from quite a few households to get significant amounts of energy.
Intriguing idea, unfortunately the proposal lacks key details that would explain the concept in more depth- the Judges would encourage the author to provide a more detailed writeup that would demonstrate how the idea would work in practice.
