Restoring utilities to communities that have been affected by a natural disaster is vitally important in saving lives and restoring a personal sense of security, and the value of this model of collective cost-sharing on the necessary infrastructure to do this is fantastic. Questions that remain include what kind of mobile energy is proposed and for what uses, how quickly it could be mobilized? Nevertheless, this tool may be useful to address episodic outages but does not serve as an adaptation strategy as described. How do we design systems that are less vulnerable to the effects of climate change?
