This is quite an appealing proposal, at least initially. The concept is persuasive - that by linking rural and urban areas it is possible to increase resilience. But increasingly as you read through the proposal, the emphasis shifts from being about rural - urban interactions and towards company - community interactions. Then it becomes much less innovative and more straightforward. And it is never clear what the linkages are to climate adaptation - this is a proposal that is more about sustainability than about adaptation. If the authors could come up with something that maintains the initial idea of urban - rural linkages, and could keep a much tighter focus on adaptation. As it is, it's still too much at the conceptual stage and is too vague when it tries to move beyond concept for us to be able to support.
We can see its utility for society. However, based on the submission we cannot see how it directly applies to climate change adaptation action. It would benefit from a tangible example showing how the impact of the ENSO event affected a sector and how this model could have provided a path to avoid or lessen the impact. Even if it was conjecture it would have helped me see the potential value of this tool relevant to this RFP.
