The proposal, from the perspective of Climate CoLab, is out of scope. Its only relevance to the competition is that it suggests that emphasis on an adaptation response to climate change is unnecessary. The competition webpage states that "we welcome proposals on all potential activities that address climate change adaptation". This proposal doesn't do that.
