Judges'' comments
The proposal is very interesting for guiding climate proofing investments. However, it does not fit well into the "Anticipate" contest which is focusing on early warning/early action systems. Along the A2R 3 pillars, this proposal better matches the "Reshape" pillar which will be used for the third dedicated contest round. Climate resilience Reshape work is "the capacity to reshape development pathways by transforming economies to reduce risks and root causes of vulnerabilities and support the sound management of physical infrastructure and ecosystems to foster climate resilience" ( see www.a2rinitiative.org). We encourage you to submit again in a future contest.

Judges'' comments
The Judges felt this proposal was innovative, interesting and well presented with potential for reducing vulnerability of cities against climate related hazards such as flood, drought, fire etc, and storm related hazards could be added (as per Hayian typhoon in the Philippines). They felt the proposal was well-prepared, and could provide a helpful system to assist decision-makers in cities.
However, they also felt it did not entirely fit into the "Anticipate" pillar of Climate Resilience as it does not drive early warning systems, but is more for informing future investment and infrastructure development in urban settings. They hope the team will address this in their revisions, and also more explicitly address Disaster Risk Management and Disaster Risk Reduction language (see "resilient city campaign" from UNISDR), and rework the proposal to show the integration of DRR and CCA (a key feature of climate resilience).
