Interesting proposal that needs further elaboration on its technical and financial feasibility in different developing country situations. In particular, the proposed customization of VR at village level in developing countries is questionable.The idea may be most implementable in high-tech developed world places such as Japan or Taiwan.

Please broaden the scope of your proposal to areas where it is more feasible to implement. The Judges questioned whether this type of approach would work in developing countries; a high tech approach may work best in a high risk developed country, such as Japan.
