Judges'' comments
This is a very standard approach with a wide and varied implementation area that may not be so effective in anticipating climate hazards. The Judges felt the costs of this approach would be significantly higher than projected, and prohibitive. Additionally, they felt that buy-in from the federal government and coastal states and municipalities could be difficult.
The proponent should perhaps consider a tractable problem in one coastal city, which might cost only a few million, and requires ownership and buy in from fewer government entities. By choosing one location, the proposal could also be much more detailed and specific.
