Comments from Judge 1:

There are many different terms/acronyms that the reader would benefit from definitions (Net Zero Carbon, Net Zero Energy, GHG savings, etc) to clarify the proposals goals (i.e. net zero carbon may relate to nuclear energy). The proposal mentions the benefits of ground source heat pumps and this appears to be a key technology, but it remains unclear why this technology is highlighted when phase one is to conduct site analysis and this type of technology selection may be impacted by analysis.

This proposal contains a lot of interesting background work on developing a net zero building plan; however what is critically missing is an understanding of the building industry and it's specific challenges and how this plan would overcome or address them. Also, there is a lot of ongoing work being done by DOE and others on driving NZ building construction, and this proposal would have greatly benefited from learning from them to better identify challenges and solutions.
