The judges like the principle behind this proposal as a "policy goal". The numbers would require working over, however the idea of developing an investment strategy for Chinese biofuel is interesting. The author has not answered some of the questions earlier posed by the judges however.

Congratulations! Your proposal, Strategic Investment to Scale-up Aviation Biofuel in the Aviation contest, has been selected to advance to the Semi-Finalists round.

We’ve also included ratings and feedback that will be posted to the “Evaluation Results” section of your proposal. Please incorporate this feedback in your revisions, or your proposal may not be advanced to the Finalists round. We also ask that you summarize the changes that you make on the Evaluation tab to help us understand what you have changed. Your proposal will be evaluated on what is on the description tab, so please make sure all new and updated information is included there. As you make revisions, we recommend you save an offline copy as a backup, as the site will log you off after 30 minutes.
Feedback from the judges:
The judges found this proposal particularly interesting in order to scale up aviation biofuel usage. They had a few questions and concerns that would be useful to address
- The proposal advises to ask the Chinese government to fund the development of biofuels. The judges struggled to understand how you would convince the Chinese to invest in the technology and why they would be willing to undertake such a significant investment when others are not? It would be useful to highlight the key benefits to China to develop this proposal further.
- One of the most challenging issues with aviation biofuels is the cost of the fuel once they are produced. How do you propose the Chinese government could entice airlines to use the biofuels, despite the higher costs compared to conventional jet fuel.
- Can you outline how you estimated the $50 billion figure and provide details on your calculations? How does this cost translate into a cost per barrel output per day (or other interesting metrics)? It would be useful to compare these to conventional jet fuel costs to understand the economics better.
- The type of feedstock used to produce aviation biofuels is extremely important. This can affect farm land to produce food and may not have as a great of a lifecycle impact as previously thought. If the former, how would you try to avoid replacing food or feed production? Would this environmental benefit be worth it when comparing it to the societal cost of the displacement?
At the revision deadline listed above, your proposal will be locked and considered in final form. The Judges will undergo another round of evaluation to ensure that Semi-Finalist proposals have addressed the feedback given, and select which proposals will continue to the Finalists round. Finalists are eligible for the contest’s Judges Choice award, as well as for public voting to select the contest’s Popular Choice award.
