This is a very good proposal demonstrating grey/green infrastructure development for combating climate change issues; and with great potential for replicability elsewhere, though it's currently concentrated in the first/rich world. Case studies of effective nature-based solutions are very valuable to other communities. We appreciate the move away from pure grey infrastructure. Overall, this proposal is feasible and worthwhile.

COMMENTS:
Very good idea. Combination of grey-green infrastructure is much needed to cope with increasing climate change challenges. Suggested plan of action is feasible if could get buy-in from all the stakeholders.
An excellent proposal. The authors may wish to look at the hard infrastructure proposals that are in place or being developed for the Hudson post Sandy and ensure their green sustainable shoreline solutions are compatible with those. In other words seek synergies from grey-green approach rather than creating too high expectations that probably cannot be delivered in the Hudson area (particularly NY city) from such green solutions alone. Always good to highlight multiple benefits (for biodiversity, quality of life, etc) of such sustainable shoreline solutions in addition to resilience building for storm surges and such.
