Thank you for your contest entry. We have looked at your proposal and found that it contained intriguing elements; however, it has not been reviewed in this first round because most sections are incomplete or empty.
Specifically, although the idea of freedom certainly has the potential to resonate with the American public and provide a unifying theme for major climate change initiatives, the entry as of the first review deadline (July 18) does not yet explain why sub-proposals were selected and how they support this idea; nor does the entry explain or attempt to estimate the benefits and costs of specific actions.
We encourage you to review the contest resources page and to keep developing your idea before the August 31 deadline. You can also transfer your proposal to a more relevant contest or to the Proposal Workspace to re-open it, make edits, add collaborators, and even submit it into a future contest. You can do so by logging into your account, opening your proposal, selecting the Admin tab, and clicking "Move proposal" or "Copy proposals."

I agree that the proposal is still very much in progress at the moment. It will, however, be very difficult to put a price tag on an idea, as it does not prescribe the use of a particular technology which costs can be quantified. Similarly it will be difficult to estimate possible benefits, as it depends what Americans do with their freedom.

Thanks for the comments,m I think I have now been able to better explain the costs and benefits of fulfilling the plan, as well as explain how the selected sub-proposals support this idea.
