1st: the Bad News . .
According to the Mauna Loa Observatory, the atmospheric CO2 in 1986 was 349.77 parts-per-million (ppm). Global warming deniers were screaming from the rooftops and panning for the cameras in a desperate search for their 15 minutes of fame.
These cavalier reactions caused governments and politicians to relegate global warming and climate change issues to the back burner of inaction.
Corporations continued their focus on investment - while high profile scientists formed coalitions and staked out territorial theories of rhyme and reason.
It's now 2015 . .
The clock has ticked for 29 years and the atmospheric CO2 is 403.26 ppm and still going upward!
According to Bloomberg New Energy Outlook (BNEO) about $8 trillion or two thirds of the world's spending on new power capacity over the next 25 years, will go toward renewable power sources.
The further decline in the cost of photovoltaic technology will drive a 3.7 trillion surge investment in solar, both large-scale and small-scale.
New onshore wind & solar will be cheaper than new & existing fossil fuel plants by 2030. ( Reference - 1 )
Still, without additional policy action by governments, global carbon dioxide emissions from the power sector will continue to rise until 2029 and will remain 13 per cent higher than today's pollution levels in 2040.
That's not enough to prevent the surface of the Earth from heating more than 2 degrees Celsius, according to BNEF.
That's considered the point-of-no-return for some worst consequences of climate change.

New information from credible scientists stating, "No rain for decades: stand by for 'mega droughts' , scientists warn!" ( Reference - 3 )
Research scientists at Stanford, Princeton, and Berkeley cites climate change, pollution, and deforestation as causes for a rapid change, where the knock-on effect could be the loss of entire ecosystems. ( Reference - 4 )
Simply put; history has proven that without the understanding to preempt and slowly slide into manageable adaptation . . violence replaces reason when local, regional, and global drought forces migration upon the masses.
Political and economical agendas of distrust and apprehension have created an impasse that affords no solution or escape for the millions of people who may die as a result of climate change.
For without law and the bare essentials to sustain life . . mankind will be forced to replace empathy and compassion with the desire to survive.
We must ask ourselves, "What if our leaders fail to find common ground before the devastating impacts of climate change are irreversible?"
It's becoming more obvious that if our leaders continue to play games . . the masses must seriously consider safe and effective options that puts the destiny of the people back into their own hands.

On 12/2011 . . I submitted to the American Geophysical Union (AGU) an abstract titled, "A Test to Prove Cloud Whitening THEORY!" ( Reference - 5 )
Thanks to Dr. Susan Solomon ( an expert member of Climate Co Lab ), David Ridley, their colleagues at MIT, and researchers at Lawrence Livermore National Laboratory who found that climate impacts of small volcanic blasts were overlooked, because planet cooling particles cluster below the satellites. Greg Rau, the MIT Climate Co Lab Judges Choice Winner of 2013, reports that based on Lab experiments we now have the opportunity to capture and store 70 to 80 percent of the carbon dioxide from power plants.
Spontaneous Conversion of Power Plant CO2 to Dissolved Calcium Bicarbonate
The interaction of carbon dioxide in air when mixed with water and this water comes into contact with limestone, the limestone reacts with carbon dioxide to form calcium bicarbonate.
This creates water slightly less acidic, to counteract the ocean acidification that occurs as the result of elevated carbon dioxide levels in the atmosphere.
The Technical University of Darmstadt in Germany estimates that it may cost less than 20 euros to capture each ton of carbon dioxide using limestone, compared with about 50 euros for traditional solvents. ( Reference - 9 ) MIT Technology Review

This submission is designed to "Expand the Realm of Possibilities!" for those "out-of-the-box" abstract thinkers who have become disillusioned with endless hours of "in-the-box"dribble that has continued for years about (SRM) (CDR) issues . . when those hours could have been focused on finding hybrid solutions to reduce the impacts of (SRM) and (CDR) at the same time.
I strongly believe a solution focused around natural, commonsense, economical and effective innovation will be more conducive to saving lives!

Planet Earth desperately needs to fund a solution or at the very least lab model the safest environmental pollution removal and cooling process available!
Listed are three choices now available . .
(1) Natural clouds created by natural phenomenon but needing to be greatly expanded . . . .
(2) Enhanced cloud whitening that use pumps to spray seawater into the atmosphere.
(3) Smart clouds created by using free energy to expand seawater and crushed limestone mix into massive, atmospheric, reflective formations to remove elevated carbon dioxide levels in the atmosphere.
One example of how Cloudtec may help our climate change dilemma.
(a) To ensure responsible implementation of Cloudtec, skilled engineers of each country researches all wind patterns in their geographical location associated with the volcanic source to rain-out in a designated area of land or sea.

Climate scientists in the USA found that when carbon in air mixes with water that comes into contact with limestone, the limestone reacts with carbon dioxide to form calcium bicarbonate.

What are the plan’s costs?
When drops of water fall on a stone with a temperature of 2,000+ degrees F, this interaction displaces the oxygen which causes the water to vaporize and expand over 4,000 times.
The enthalpy of vaporization turns water into the gaseous form (steam) when it increases in volume 1,700 times at standard temperature and pressure.
The John J. Harvey, a 1931 fireboat based in New York, will shoot water at a private event from all six water cannons for $5,000 per hour.
That's 900,000 gallons of water, pumped at the rate of 15,000 gallons a minute, for about a half-penny per gallon.
900,000 gallons per hour - times 24 hours equals 21,600,000 gallons per day.
$5,000 per hour - times 24 hours equals $120,000 per day.
Because the density of clouds fluctuate . . we will use the density of fog as the basis to have a more familiar understanding of the equation.
The condensed liquid water in one cubic mile of fog equals about 56,000 gallons of water.
Using these numbers as a (SRM) strategy . . the 1931 fireboat, John J. Harvey, will water cannon enough water to potentially manufacture (sixteen) one cubic mile fog cloud formations in one hour at a cost of $5,000 . . or about $313 per cubic mile.
If we used the above numbers as a (CDR) strategy . . we would add lime to the water to create a FREE ENERGY/lime/water/air interaction which could possibly remove 70 to 80 per cent of atmospheric CO2 within the smart cloud clusters.
The above assessment is based on the results of credible lab tests using lime to capture 70 to 80 per cent of the concentrated CO2 from power plant smokestacks.
