The industry need to consider industry clusters networked through energy and gas balance of each industrial process to obviate the waste gas / energy flow to the environment.

I am aware of at least one such industrial cluster in which the wastes from one industrial process is an input into another. See Kalundborg Eco-industrial Park in Denmark.
