Sub-proposals

The Climate Action Plan proposes emissions cuts at set annual percentages. It is recommended that each area decides what works best locally, provided annual targets are indeed reached for each type of emission and in parallel, i.e. good progress regarding one type of emission is no excuse for lack of results elsewhere. The eventual goal is to achieve a cut in polluting emissions of 80% by 2020.

To meet targets, it is recommended to implement local feebates, such as the energy feebates featured at the example for the U.S. at https://www.climatecolab.org/web/guest/plans/-/plans/contestId/1300404/phaseId/1300601/planId/1308407

Another highly recommended type of feebates will impose fees on sales of livestock products, nitrogen fertilizers and Portland cement, with revenues used to fund rebates on clean construction components and soil supplements containing biochar and olivine dust.  

The latter set of policies will also be beneficial regarding another line of action, i.e. carbon dioxide removal and (safe) storage, which aims to restore carbon dioxide levels in the atmosphere, oceans (and soil) to their long-term average by the year 2100.

How do these sub-proposals fit together?

The Climate Plan proposes comprehensive and effective action, with a number of lines of action to be implemented in parallel. Action taken as part of one line of action can also be beneficial for other lines of action, so the same policies can achieve progress on multiple lines of action, yet good progress on one line of action is no excuse for lack of results on one or more other lines of action.
