This is definitely a reasonable position and I think that I could be convinced that the UN specifically would be the best body to exercise that control, but we simply cannot advance your proposal without additional detail. If you have an interest in geoengineering governance, though, I encourage you to dig deeper into the question of UN involvement to see how such a system would work and whether it would be a good idea.
