Reduced access of 'warm' water contributing to accelerated ice stream calving by mike-maccracken

Hi Mike, In this contest we were looking for ideas that related to the governance of research. Unfortunately many of the proposals did not address the question adequately. Most of the proposals were more focussed on the operational issues or the technologies themselves and did not elaborate on the means for minimising the environmental or political risks of doing research. This proposal has an aspect that does deal with the research governance aspect, but we found that it did not provide enough detail in that respect. As such, we have had to rule this proposal as 'off topic'.
