This seems to be a large-scale energy performance contracting scheme, with an aim of being at the city scale. There is a lot of potential in this area, particularly the largely untapped residential energy performance market, and gamification elements in the user interface could inspire more engagement with the tool interface than previous versions of home dashboards. One of the challenges will be around multi-unit buildings, particularly residential buildings, and the 'split incentive'. How does a building owner sign up for the program when tenants likely pay individual energy bills and the owner has no control over their energy usage? Conversely, if you are tenant and want to participate in the scheme you have no control over building upgrades. The idea to start in locations where you can rely on support from the local government is a good one because without regulatory support, energy savings alone have so far not been enough of a motivator for building owners to take action.

A very good proposal, in many ways mimicking C40 on a residential scale. Novel idea of working at a neighbourhood level, working through local associations and promoting communication using apps, etc. Also the idea of franchises and ambassadors to roll out at scale. The downside is that it is a purely commercial solution, and is not really 'empowering communities to build awareness of green building'; it also only relates to the 'energy' aspect of green buildings. The impact will be limited by the capacity of the company and the take-up by the communities

Elaborate on business model and if it will work only where utilities buy back power.
