We liked the idea of developing a reconstruction guidebook, but it wasn’t clear what types of scenarios would be examined or what suggestions or protocols would be developed, or by whom they would be used. It was also not clear how the communications goals would be met, other than through community meetings; how would the guidebook be shared? We also liked the idea of using a game as a learning tool, but what exactly is a decision matrix boardgame, and how would it be used? The resiliency communication aspect was not emphasized enough.
Overall there were some interesting ideas but not enough clarity in the proposal to understand a lot of what was being proposed.
