The resilience of urban buildings is key and the pressure to reform building codes to make space for more resilient households and public buildings is rising. However, this proposal is too focused on a specific technology fix – instead of providing a menu of ways to approach urban adaption for buildings – also, there is no clear way forward on how to form a suitable coalition of stakeholders to really plan the project. There is not a strong enough sense of the implementation plan and feasibility for how this will be undertaken.
