The proposal is correct to emphasize the need for more and better scientific information about hydraulic fracturing, as well as to highlight the role of that information in making sound policy decisions. It might well be the case that halting hydraulic fracturing operations until we know more would produce better regulations and reduced risks, although there would be costs as well. A significant concern for this proposal is the political feasibility of a nationwide moratorium. Other, milder pieces of federal legislation have been introduced and pushed, like the FRAC Act, but failed to advance. It is not easy to envision a world where legislation banning hydraulic fracturing passes the US congress.
