As an immediate, understandable, and doable plan, this is the best. I agree that conservation should come first (and second and third and ongoing). It should also spread quickly with neighborly competition: My neighbor saved how much energy last year? His bill is down to what???
That kind of promotion can boost the effects of a few "conservatives."
Also, as long as we are still burning coal for electricity, conservation should never be forgotten as the best and easiest way to do something NOW.
