I am a PhD student at Freie Universität Berlin, engaged in a comparative project on how local governmental institutions address the social vulnerability of populations affected by heat/drought as well as urban/coastal flooding in the Southeastern U.S. and China (Guangzhou, Ningxia villages and Wuhan).

I can't wait to exchange and learn more about proactive adaptation measures and political incentives for county-level governments in this regard.
