Rachel is a Policy Advisor for Community Affairs and Strategic Outreach at the New York City Mayor's Office for Recovery and Resiliency, where she works on the implementation of New York's climate adaptation plan, One New York: The Plan for a Strong and Just City.

She received her master's in city planning from MIT's Department of Urban Studies in Planning, where her research focused on integrating social and cultural relevancy into climate adaptation planning. Prior to MIT, she worked in community development in New York City in a neighborhood that was devastated by Hurricane Sandy. She is passionate about working with coastal communities on climate adaptation issues, and in creating better and more inclusive decision-making processes for the complex and shifting issues faced by coastal urban areas.
