Every year many people die in odisha due to flood. This kind of solution can be helpful for strengthening capacity of the government and other stakeholders in relaying timely and usefull early warning information which can save many lives in danger. 



The proposed idea is very simple, practicable and it also can be replicated in similar situations around the globe.

Following edits were made in proposal during the revision period:-

  1. Project synopsis, emphasizes on the  persistent gaps in existing end to end early warning system and how the project intends to address the same through novel technologies. 
  2. The 2nd Section (what actions do you propose), is reorganized on result based framework. Theory of change is included in the section.  Project is designed on two pillars, a) improving technologies and b) improving coordinated response capacities.  Innovative technologies are categorised under the respective result area. The new description design is to substantiate that the series of technologies proposed under the project is mutually linked and complements each other towards the common project goal of zero casualty.
  3. This section also includes narratives on false warnings, maintenance and community awareness (pillar 02). It touches on the sustainability aspects and acknowledges that the answers to few questions like the life span of life tower will be available only after the field testing of the technology. This is recognised as one of the focused areas of the proposed project.
  4. It also elaborates on the value addition of the project.
  5. Illustrations are drawn  mainly from the actual pilots to give better understanding of both the current stage of implementation and the planned proposal.  
  6. In the 6th Section (What are the proposal's cost), narratives are included to give an idea of the unit price of lifetowers and cost benefits in terms of reduction in disaster losses.
  7. In timeline, narrative includes intended impact and project vision stretched from 0 to 100 years of implementation.
  8. It also highlights proposals which are somehow related to this proposal.

This is a 1st of its kind, low cost &innovative early warning technology, as i have ever witnessed in my professional journey in humanitarian sector. This model is a very user friendly technology and it can be replicated disaster prone countries like India and other disaster prone regions as well. And it could be a simple yet best solution, for the last mile early warning dissemination system- for those areas where no early warning system is in place, and where people have no access to get early warning data's.

Through this model- a simple solar operated street light can be used in multiple way to disseminate early warning/usefull messages to the communities directly, in the vulnerable locations. Similarly VNMS is also a effective solution to institutionalise the coordination mechanism between the local Government and the Village based networks (including VDMCs,SHGs, youth clubs etc.)for effective and timely early warning dissemination, which will ultimately result towards a positive and collective community action, and it will supplement their effort in community based disaster preparedness as well as it will strengthen their efforts too.

However if will talk about the challenges of lifetowers- i think there are lot of scopes are also available to improve the current model, which will address the challenges of false warning and all. I believe the researcher has already worked a lot to improvise the model and at this point of time, and the current changes in the model can overcome/address all those practical challenges.

I think the researcher has done a pretty good job, by successfully bringing out -such a innovative and simple technology. Which will not only play a instrumental role in CBDP measures, but also it can save millions of lives in disaster context.

I wish all the success and good luck to the researcher and his team.

Very innovative and creative idea, this can help in saving millions of lives. This is a modern approach to control natural disasters. Technology has been used as a tool to assist mankind.This system can alert an entire town or village so that they can evacuate from the town safely . So they can transport there valuable stocks to a safe place so that the loss of food and grains is minimized. Also government officials will be alerted beforehand about the disaster so they can assist the people.This is one of the best ideas I have ever come across. Wishing that it gets implemented in real life.

Of late, we have witnessed been many Initiatives to strengthen community level early warning systems. Most of these Initiatives focused on creating alerts at the local level on localized hazards and proved to be useful too for specific local communities. However, sheer simplicity and contextuality of those Initiatives, make them hard to replicate elsewhere.  

We have been striving to facilitate organic connect the communities with the mainstream early warning systems by making them active stakeholders in the entire spectrum of observation, forecasting, and early warning. For this, communities need to be empowered with access to the technology, infrastructure, and decision making processes. Innovation needed in terms of developing a technology that communities can use and Infrastructure needed to be cost effective. If these two things are achieved, community participation in decision making will have far fewer obstacles.

This Innovative proposal developed by Animesh and Team seem to crack these vital bottlenecks. This proposal definitely deserves the attention and support of those who are committed to strengthening community access to early warning systems. Therefore, my vote definitely goes for this promising proposal. A humble suggestion to the proposal team is to develop thorough Implementation mechanism to be able to realize this brilliant Idea.
