Man as added WATER VAPOR to the air for years. It is a Green House gas. Million times more WATER VAPOR in air than CO2. What does it do?

Hello World. It's time to WAKE UP to the fact that mankind as added WATER VAPOR to the atmosphere  over highly populated regions for years. WATER VAPOR is a Green House gas and  is a million time more of it in the air than CO2.
If WATER VAPOR is causing Global Warming, it can be reduced easily. Why oh why doesn't our Government WAKE UP and stop blaming CO2.
Here is how to reduce WATER VAPOR:
1.  Stop spraying water on our lawns/crops. Use irrigation ditches and other methods.2.  Stop spraying water droplets into the air to cool off.3.  Stop building lakes and reservoirs.4.  Drain Wet Lands.5.  Stop using swamp coolers.6.  Stop wasting water that often runs down gutter from OVER watering.
It is WATER VAPOR that is needed to produce rain, snow, frost, hurricanes, tornadoes, floods, ice storms and fog. Is it possible that it is the  cause of extreme weather occurring everywhere on Earth? Since it is a Green House gas, is it possible that it is causing Global Warming? I believe the answer is YES to both questions.
I have been forecasting, observing, researching weather and climate for over 50 years and have a MS degree in Meteorology from California Institute of Technology. I should have credibility.
