I like this solution but this will indirectly help to reduce carbon from atmosphere. In long run this solution will benefit everyone on planet.

My concept is not of individual floating wind turbine as given in your link. (please, see your picture) Such individual floating wind mills group has fallowing drawbacks

Height to base ratio is more. So, this individual windmills are less stable on sea. 



(In my concept, wind mills on floating pipes. So, height to base ratio is much less & more stable on sea. As C.G. of structure is always remain on base of structure)  



We can not group more wind mills on sea very near to one another.

(In my concept, this is possible )



3) (In my concept, Wear & tear of wind shaft is very less as combine vibration of structure is much less)



4) (Model which I have prepare at home, I put blades on combine shaft of wind mills. This reduces vibration of structure again as supporting points increases.)



5)(My group of wind mills can float on deep sea & produce thousand of megawatt of power. This structure is like floating honey net & can increase it as we require)



This concept has capacity to produce all electricity require for human on earth.
