Basically, it is good idea,
but after looked into the title of your ideas,
I think it shouldbe divided into two specific ideas.
Definitely, the main goal is to save clean water,
although it is renewable energy but
the availability become more scarce around the globe
especially in highly-populated urban areas.
I think prepaid water metering should
take initial project with priority in urban areas.
For desalination system, it could take in coastal areas.
Just one suggestion for you:
make it clear with explaining action strategies
on how it could be implemented a.k.a
not only concept but come into action.
Think globally, act locally !

I am sorry for overlooked.
Yes, you already mentioned
that local project would be held
in Dar Es Salam, Tanzania.
Hence, it would target urban or rural area
in the initial?
So, after that it could be evaluated on
how effective prepaid water metering is.

We have discussed and decided to make changes on the following places.
1. We have removed the proposal that said to encourage the public reduce overuse of resources that have a large carbon footprint and focused our proposal on Pre-paid water metering and desalination system.
2. We have elaborated more on how the pre-paid water metering system will be able to detect and inform on water leakage.
3. We have elaborated more on how the whole proposal is feasible to be implemented and gave some examples on where and why the system is needed and why it will be successful.
