This does not seem directed to developing a national price on carbon in the US, so much as it is to advance a specific biofuels technology platform, with some trading layers on to be responsive to this contest. Carbon sequestration should be rewarded in any carbon pricing strategy, but that seems a second-order issue that neglects the original question - How could a national price on carbon be implemented in the United States? If such a price on carbon existed, renewable biofuels presumably will be credited except as they consume fossil carbon. The value of the MBECS technology is not an issue here.
