How can the Climate CoLab 2010 finalists be improved?

In the 2010 contest, teams develop proposals outlining the international climate agreements they believed should be adopted. We now invite members to improve on the 4 finalists from 2010 by taking into account input from the judges, incorporating thinking from other proposals, and adopting new ideas developed in the Sandbox.
