In the UNFCCC negotiations, countries are divided into three groups:
- Annex I parties - Developed countries
- Annex II parties - A subset of Annex I countries that are expected to provide financial resources and to transfer technologies that can assist developing countries
- Non Annex I parties - Developing countries
These groupings are based on the assumption that the groups will pursue different emission reduction paths and will contribute different levels of funding to defray the global cost of emission reductions.
