Pitch

Methane emissions can increase the impact of fracking on climate change. Require that they be monitored.


Description

Summary

Methane can be measured in the field with infrared sensors.  Require each well to have at least two sensor beams at right angles that cover the well piping and areas where used fracking fluid could degas.  Send the results in real-time to the regulatory agency and the company.  Charge companies on a mass basis for all emissions.
