As Global LandLord, make it global human policy to reduce pollution by reducing consumption by reducing population growth to zero or lower.


Description

Summary

The only logical way to reduce toxic stresses on the Planet that is completely under Human control, is to adopt a global policy reversing population growth to levels in equilibrium with the Planet's capacity to reproduce a morally acceptable form of human culture.

The main obstacle to this policy is the people ourselves so the policy must be statutory.

It happens that Status Indians in the Province of British Columbia Canada, possess an entrenched Constitutional advantage over the general population, which effectively operates to empower individual Indian Families, whose right and duty to others in their community, lets the land lie fallow for a period of time, thus putting lands into an ecological  reservation against abuses that are not conducive to human life over the long haul and will regularly  reward individuals financially and emotionally for regulating their use of respective portions of the whole planetary land bank.

Attraction of the policy is its direct and immediate statutory character in Canada and as such, it exerts itself against states that otherwise lack the same option but could later consider using it as a template for their own land policies to copy.

The obvious question is: will the policy reduce standards of living or increase them. 

Coming at the policy from the perspective that we do in BC, all indigenous peoples find in it a powerful moral precedent to deploy against the carpetbagger culture of the modern city.

The trick is attracting the general world population to the idea.

What actions do you propose?

P. will prepare court claims under the BC Landlord-Tenancy act, serve them on selected classes of land holders and occupants and other users and will argue facts and law, seeking orders that such respective Tenants 'recognize and affirm' (required by Section 35.1 CCact 1982') their Landlord and thereafter will use and defend the land in issue as their own property, subject to their Tenancy agreement and according to such terms.


Who will take these actions?

Protagonist is competent to personally take the steps and teach others the process, in a kind of indigenous congress joining arms length parties together in civil actions before tribunals holding statutory jurisdiction to decide the very issues of who is the Landlord, who are Tenants and what reciprocal duties and benefits apply to each. Once the process is formalized and familiar P. can delegate his families rights to sub-Tenants who then perform Landlord duties respective of Tenants who are subject to them for any of several possible reasons.


Where will these actions be taken?

Protagonist is in a position to initiate the project immediately. He began filing such claims in court in the mid-nineties, using that practice to develop the aspects of the thesis to the point where he can file a claim in a matter of hours, completing the process in weeks, with respect to Respondents who recognize their advantages in the model. Initial locations that will be chosen are all in Canada, in the Province of British Columbia, on lands already found by the courts to be subject to existing land claims over which Protagonist has standing. 

The effect of the common law means decisions in any part of Canada apply to all parts so the process is effectively legislative.


How much will emissions be reduced or sequestered vs. business as usual levels?

Rather than compare rates and volumes of emissions under the status quo against the new land Model, it is more appropriate to identify ideal permissible levels of toxic emissions and then estimate the total effect of the new model on the Planet. The perfect outcome would allow Humankind to project our survival  to be practically eternal while without change, life could end within mere months (Matt. 24 v. 27).

By transferring responsibility for Planet abuse from States to individual owners of land the Proposal eliminates much of the bureaucratic component of society, reducing its redundancy, which wasted effort increases the burden of each productive member of society by a significant factor, significantly raising the total level of emissions.


What are other key benefits?

The ecological remedy described in this proposal is a side benefit to what the master plan first set out to accomplish, which is to stop war, decrease crime and establish a global community of friendly, sympathetic and productive individuals; the fact is this project manifests as the pro forma promise Jesus made to the world: Peace on Earth, Goodwill among people and eternal Life.

Procedurally, the process shifts sovereignty from States to a more spiritual head, to the Supremacy of God, and facilitates adoption by the world public of the governance of their own lands according to their own interests, only subject to each Tenancy agreement made with the plenipotentiary managing Institution, the Kitsilano Indian Band.

Perhaps the most important side benefit is the introduction to individuals of a new level of personal power within a new kind of educational curriculum that is global instead of nationalistic.

Jesus said: "All these things you will do and greater things as well."


What are the proposal’s costs?

The Project is self-sustaining, having the feature of empowering individuals based on their place of birth, on the date of their birth and on their social competence to possess and manage land within the  new model of order in which, to be human is to own and use land in a moral and an ecological manner. The usual idea of costs doesn't apply in this proposal.

This proposal pays people to engage in it.


Time line

Protagonist has been developing the thesis since 1964 when an Alaska Haida visited and informed us about the Alaska Native Settlement Act, recognizing rights to land in the Alaska Indians. The idea grew stronger for P. in 1974-6 as Canada opened up to Native  land claims. In 1981 Protagonist began blending the Indian aspects of the claim with aspects derived from the Life Of Jesus Christ. Matthew 24 stipulates that it is possible for Protagonist to be the 'reborn' Jesus Christ and so he adjusted his ideas globally, accommodating the thesis to indigenous peoples around the world. The conviction that population growth is the real human problem settled on P. during and after the outbreak of Islamic Fundamentalism marked by 9-11.

The time line for achieving zero population increase above the ideal population density competes with the probability that environmental, climate and economic collapse is ushering in a total failure of life within decades; so this is an emergency warranting more than normal consideration as the best solution to the problem under discussion.

 

 

This Proposal obviates most of the centralized functions of the State, allowing people to govern ourselves directly through Social Consensus. There will be official friction until the idea is made popular.

The policy is legally basic and simple. Law in Canada today sits so as to allow Protagonist to assert himself against all other land claims, including the central government, on behalf of his family (sole individuals cannot claim the right but do so within an indigenous context, here meaning the Family and Tribe as opposed to as Nations).

Protagonist already sues parties under the Landlord-Tenancy Act, here for findings of particular tenancy relationships with classes of land holders and users. Tribunals are bound to declare what respective duties each party bears toward the other parties; the project would start slowly then surge to cover all Canada very quickly and the world shortly after.

These Court Decisions provide the legal authority relied on in our Proposals for claiming and proving that Protagonist has a strong prima facie argument that Protagonists Family & Clan are direct descendants and reincarnated souls, of the family Of Mary & Jesus, which argument is being prepared as a Landlord-Tenancy claim against all souls not yet engaged to Protagonist by the terms of a Landlord Tenancy Agreement.
