I am a cartographer by training but has applied his experience primarily to the humanitarian sector. Since 1993,I have worked principally in conflict areas such as Bosnia,Liberia and Afghanistan. As a cartographer, he has also played an instrumental role after major natural disasters, such as those in Haiti and Pakistan. Fred has worked in the health and social sector (Sport for Life, drug addiction, violence, family welfare) and helped create “Unis Cite mediterranée”. I was a member of the UNOSAT and KEYOBS team from 2007-2010,serving as a GIS officer, where he organized the Rapid Mapping Unit and oversaw the development of the Respond European Community project for demographic analyses. Since 2010,I have been stationed in Haiti heading the GIS management for IOM and IHSI (National Office of Statistics), where he leads a census project on the most earthquake affected areas and is helping design methodology for enumerating camps and neighborhoods in the country.
I also set up and tested the Open Street Map platform to assist with relief in Haiti. The objective is to create a GIS platform locally in the country that provides realistic data, analyses, and services via the web. The IOM GIS unit is also proactively testing a mini field laboratory using mobile UAV applications and other types of field tools.
I holds a degree in GIS and has completed a masters in international law from the University of Provence Aix-Marseille as well as courses from various universities in administration and logistic
