six global finalists, but only three can be voted for?

What am I missing? The proposals page at https://www.climatecolab.org/web/guest/plans says "The judges have chosen six global finalists, and those teams have until Oct 31 to improve their proposals. Members of the Climate CoLab community will then vote through Nov 15 for the proposal they find best." but then there are only three global finalists listed to be voted on: 1) The planet of your plate, 2) 2010 winners and 3) ReWirePlus. If at the top of the proposals page at https://www.climatecolab.org/web/guest/plans, I click "Contest 2011 Global" then I am taken to https://www.climatecolab.org/web/guest/plans/-/plans/contestId/4, which has the same three global finalists, but now there is a "Second phase" tab and if I click that, then I go to a page where I can see all six finalists: https://www.climatecolab.org/web/guest/plans/-/plans/contestId/4#plans=phase:10. However on this page the three finalists that can be voted on are blue-ribboned and voting is not possible on this page. So, what am I missing? Are there six finalists or three finalists? Hi Roger, The judges reviewed the proposals again on Nov 4. While they found much merit in all twelve proposals that had gone on to the second phase, they detected gaps and flaws in some which they felt precluded them from being eligible to be presented to policy makers with the judges' full imprimatur. We plan to post the judges' detailed comments later in the week (and I hope to be able to convey this feedback to James personally as well). We greatly appreciate your contributions as a member of the "Fixing the System" team. Best, Rob Laubacher

Rob, Do I have this right? The judges allowed all six global proposals, encouraging the six teams to spiff up their proposals according to the judges comments for a Nov 10th vote opening at which there would be a popular as well as a judges choice. Then on Nov 4 the judges reviewed the proposals again and axed three of them but did not notify anyone, so all six teams kept working at it with high hopes. I do hope there is more to it than that or that I have it wrong. Can you clarify? -- Roger

I see Nov 1 was closing date for modifications, so its not as if we were still modifying the proposal after it had been cut. Sorry for having suggested otherwise. Still it is disappointing. I thought the judges did the preliminary cut and had their own choice of the finalists.
